پنجاب کے لاکھوں مسیحی خاندانوں کے لیے بڑی خوشخبری، پنجاب اسمبلی کی قائمہ کمیٹی برائے اقلیتی امور نے مجوزہ کرسچین میرج بل 2026 کی منظوری دے دی۔ بل کی منظوری بدھ کے روز ہونے والے قائمہ کمیٹی کے اجلاس میں دی گئی جس میں اقلیتی ارکان نے شرکت کی۔بل رواں سال اپریل میں چیئرمین قائمہ کمیٹی برائے اقلیتی امور فیلبوس کرسٹوفر نے بطور پرائیویٹ ممبر پنجاب اسمبلی میں جمع کروایا تھا۔ یہ بل وزیر اعلیٰ پنجاب مریم نواز شریف کی مسیحی برادری کی بہتری میں خصوصی دلچسپی کے پیش نظر تیار کیا گیا۔1872 میں بنائے گئے کرسچین میرج ایکٹ میں 153 سال بعد بنیادی تبدیلیاں کی گئی ہیں۔ انگریز دور سے چلے آ رہے اس قانون پر مسیحی برادری کو کئی تحفظات اور مسائل کا سامنا تھا۔مجوزہ بل کے تحت اہم ترامیم کی گئی ہیں۔ شادی کی کم از کم عمر 18 سال مقرر کرنے کی تجویز دی گئی ہے جبکہ اس سے قبل لڑکے کے لیے 16 اور لڑکی کے لیے 13 سال عمر مقرر تھی۔ نئے بل کے تحت دولہا اور دلہن دونوں کا مسیحی ہونا ضروری قرار دیا گیا ہے جبکہ موجودہ قانون میں کسی ایک فریق کا مسیحی ہونا کافی تھا۔بل کے مطابق مسیحی نکاح نامہ کو یونین کونسل اور نادرا ریکارڈ میں درج کرنا لازم ہوگا، جو موجودہ قانون میں ممکن نہیں تھا۔ اسی طرح تمام رجسٹرڈ گرجا گھروں میں مسیحی طریقہ کار کے مطابق نکاح پڑھایا جا سکے گا اور نکاح کی تقریب کے لیے وقت اور دن کی کوئی قید نہیں ہوگی۔ واضح رہے کہ موجودہ قانون کے تحت شام 6 بجے کے بعد مسیحی نکاح نہیں کیا جا سکتا تھا۔مجوزہ قانون میں ایک بڑی تبدیلی یہ بھی ہے کہ اس سے قبل صرف کیتھولک چرچ اور چرچ آف انگلینڈ کو نکاح پڑھانے کا اختیار حاصل تھا، جبکہ نئے بل کے تحت پنجاب میں حکومت سے رجسٹرڈ تمام گرجا گھروں کے مذہبی تعلیمی سیمنری یافتہ پادری صاحبان کو نکاح پڑھانے کا اختیار دیا گیا ہے۔ اس کے علاوہ موجودہ قانون میں نکاح دو افراد یا پارٹیوں کے درمیان ہوتا تھا جبکہ مجوزہ قانون میں اسے واضح طور پر مرد اور عورت کا نکاح قرار دیا گیا ہے۔
In a major relief for millions of Christian families in Punjab, the Standing Committee on Minority Affairs of the Punjab Assembly has approved the proposed Christian Marriage Bill 2026. The approval was given during the committee’s meeting held on Wednesday, which was attended by minority members of the assembly.The bill was tabled as a private member bill in the Punjab Assembly in April this year by Chairman Standing Committee on Minority Affairs Philebous Christopher. The bill has been drafted in view of the special interest of Chief Minister Punjab Maryam Nawaz Sharif in the welfare of the Christian community.With this approval, fundamental changes have been made to the Christian Marriage Act enacted in 1872 after 153 years. The Christian community had several reservations and was facing multiple issues under the British-era law.Key amendments have been proposed under the new bill. It proposes to fix the minimum age for marriage at 18 years, whereas previously it was 16 years for boys and 13 years for girls. Under the new bill, both bride and groom must be Christian, while under the existing law it was sufficient for one of the parties to be Christian.According to the bill, the Christian marriage certificate (Nikah Nama) will be mandatory to register with the Union Council and NADRA record, which was not possible under the current law. Similarly, marriage ceremonies can be performed in all registered churches according to Christian rituals, with no restriction on time and day for the ceremony. It is pertinent to mention that under the existing law, Christian marriage cannot be performed after 6 pm.Another major change in the proposed law is that previously only the Catholic Church and the Church of England were authorized to solemnize marriages, while under the new bill, all seminary-qualified pastors of churches registered with the Government of Punjab will be authorized to solemnize Christian marriages. In addition, under the existing law marriage was defined as between two persons or parties, while under the proposed law it has been clearly defined as a marriage between a man and a woman.
