"Request: We, the employees of Punjab Union Council in the capacity of Class 4 workers, have been serving in the Union Council for the past 17 years. We hold degrees of M.A, B.A, and F. We have been serving in Grade 1 for the past 17 years.””When in every department of Punjab, a Class 4 employee is promoted to Junior Clerk after 3 years, promotions are being granted in every department of Punjab. If it’s not happening, then it’s not happening for the Union Council employees. We submitted our promotion request for the service structure to the then department head, Noor ul Ameen Mangal, on August 27, 2021, upon which the Secretary, Noor ul Ameen, issued a speaking order instructing the DG Local Government to formulate service structure promotion rules and send the file to the Secretary Local Government office. The DG office sent the file containing service roles and promotion roles to the Secretary office, upon which the Secretary Local Government obtained approval from Minister of Municipalities, Mian Mehmood ur Rashid. After that, the Secretary Local Government sent the final approval file to the Secretary Regulations Punjab office, which has yet to be completed after 3 years. On April 3, 2024, the Secretary Regulation’s entire committee passed our service roles file without any objections. There are 1784 vacant positions in the departments for us, but the injustice is that from other departments have been given additional charge of 4 Union Councils each, which is why we are being deprived, and our economic murder is taking place. for nor are our voices being heard, which has caused chaos in the Union Council and records have been destroyed, and corruption has reached its peak. Dear sir secretary local government , we request you to become the support for us, the literate workers, after Allah, and your kindess to ensure and grant us our rights, which we deserve and are capable of. We hope that you will listen to our grievances against oppression and injustice, and restore our rights.”
