On the special directions of Director General WCLA, Ms. Maleeha Rashid, the Walled City of Lahore Authority has launched an important and comprehensive survey to identify and secure structurally dangerous and dilapidated buildings within the historic Walled City (Androon Lahore). This critical initiative aims to safeguard the city’s cultural heritage and ensure the protection of life and property by restoring historical buildings and preserving them for future generations.
WCLA is undertaking this survey with dedicated efforts, following a dual-method approach—combining advanced digital tools with on-ground physical inspections. The comprehensive assessment will not only accurately identify at-risk structures but also help evaluate the extent of associated hazards. The primary goal is to pinpoint buildings that pose a risk to residents and contribute to the annual loss of valuable heritage due to collapse.
In addition to the survey, a committee has been constituted to strictly monitor and take action against illegal constructions, unauthorized demolitions of heritage structures, unapproved digging of basements, encroachments, and violations of approved building plans within the Walled City. The team includes Deputy Director Ms. Nosheen Zaidi, Resettlement Expert Mr. Ali Islam Gill, and Deputy Director Mr. Ahmad Usman Diwan. This proactive measure is part of a broader strategy to ensure sustainable urban management and the protection of Lahore’s architectural legacy.
Ms. Maleeha Rashid, Director General WCLA, stated:

Preserving it is not merely a responsibility, but a commitment to future generations. This survey marks a vital step toward safeguarding both human lives and the timeless architecture that graces the Walled City. Once vulnerable structures are identified, WCLA will move forward with a comprehensive plan for their restoration, rehabilitation, or, where unavoidable, safe removal—ensuring the historic soul of the city continues to thrive.”
The survey findings will empower WCLA to design actionable restoration plans, preventing further damage and ensuring timely intervention. This initiative, along with the newly formed monitoring committee, reflects WCLA’s unwavering commitment to maintaining the structural stability, legal compliance, and aesthetic grandeur of the Walled City—a vital part of Pakistan’s historic and cultural identity.

یہ سروے جدید ڈیجیٹل ٹیکنالوجی اور زمینی معائنوں کے امتزاج پر مشتمل دوہری حکمت عملی کے تحت انجام دیا جا رہا ہے۔ اس تفصیلی جائزے سے نہ صرف خطرے سے دوچار عمارتوں کی درست نشاندہی ممکن ہو سکے گی بلکہ ان سے وابستہ ممکنہ خطرات کا بھی اندازہ لگایا جا سکے گا۔ اس سروے کا بنیادی مقصد ان عمارتوں کی نشاندہی کرنا ہے جو رہائشیوں کے لیے خطرہ بن چکی ہیں اور ہر سال ورثے کے ضیاع کا باعث بنتی ہیں۔اس کے ساتھ ہی، ڈائریکٹر جنرل محترمہ ملیحہ رشید کی ہدایات پر ایک کمیٹی بھی تشکیل دی گئی ہے جو اندرون شہر میں غیر قانونی تعمیرات، ثقافتی ورثے کی عمارتوں کے غیر قانونی انہدام، بغیر اجازت تہہ خانوں کی کھدائی، تجاوزات اور منظور شدہ نقشہ جات کی خلاف ورزیوں کی مؤثر نگرانی اور کارروائی کو یقینی بنائے گی۔ اس ٹیم میں ڈپٹی ڈائریکٹر نوشین زیدی، ری سیٹیلمنٹ ایکسپرٹ علی اسلام گل اور ڈپٹی ڈائریکٹر احمد عثمان دیوان شامل ہیں ۔ یہ اقدام ایک وسیع تر حکمت عملی کا حصہ ہے جس کا مقصد لاہور کی تاریخی شناخت اور شہری نظام کو تحفظ فراہم کرنا ہے۔ ملیحہ رشید، ڈائریکٹر جنرل والڈ سٹی آف لاہور اتھارٹی نے کہا”اندرون لاہور کا ثقافتی ورثہ صرف ماضی کی جھلک نہیں، بلکہ ایک زندہ میراث ہے جو ہماری قومی شناخت کی بنیاد ہے۔ اس کا تحفظ صرف ایک ذمہ داری نہیں بلکہ آنے والی نسلوں سے کیا گیا وعدہ ہے۔ یہ سروے انسانی جانوں اور والڈ سٹی کی بے مثال تاریخی فنِ تعمیر کو محفوظ بنانے کی جانب ایک اہم قدم ہے۔ جب خطرناک عمارتوں کی نشاندہی مکمل ہو جائے گی، تو والڈ سٹی اتھارٹی ان کی مرمت، بحالی، یا جہاں ضروری ہو، محفوظ انہدام کے لیے جامع منصوبہ ترتیب دے گی تاکہ شہر کی تاریخی روح باقی رہے اور فروغ پائے”
سروے کے نتائج اتھارٹی کو قابلِ عمل بحالی منصوبے مرتب کرنے میں مدد فراہم کریں گے، جس سے بروقت اقدامات ممکن ہوں گے اور مزید نقصان سے بچاؤ ممکن ہو گا۔ یہ اقدام، اور اس کے ساتھ تشکیل دی گئی مانیٹرنگ کمیٹی، اندرون لاہور کی ساختی مضبوطی، قانونی ضابطوں پر عملدرآمد، اور جمالیاتی عظمت کے تحفظ کے لیے والڈ سٹی آف لاہور اتھارٹی کے غیر متزلزل عزم کی عکاسی کرتا ہے، جو پاکستان کی تاریخی اور ثقافتی پہچان کا ایک اہم جزو ہے۔
