As part of the ongoing official visit to Germany, the delegation led by Mr. Zeeshan Rafique, Minister for Local Government & Community Development (LG&CDD), Government of Punjab, visited the Rathaus (City Council) of Offenbach, Germany. The visit was organized with the financial support of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the technical support of GIZ.The delegation included Dr. Naeem Rauf, Chairman Planning & Development Board, Mr. Shakeel Ahmad, Secretary LG&CDD, and Mr. Mahmood Masood Tamana, General Manager (Institutional Development), PMDFC. From GIZ, the visiting group was accompanied by Mr. Asim Shafi, Program Component Manager, Mr. Zubair Khan, Head of Finance and Administration, and Ms. Palwasha Kakakhel, Communication Specialist.During the visit, the delegation held detailed discussions with representatives of the Offenbach Municipal Services Department, focusing on solid waste management practices, citizen engagement, and the mechanisms through which municipal services are delivered to residents.

The delegates were also briefed on Offenbach’s advanced use of digital technologies in municipal operations. The city officials demonstrated their real-time monitoring systems, digital complaint management mechanisms, and internal coordination platforms that ensure efficient and transparent service delivery.The Pakistani delegation shared insights on Punjab’s ongoing local government reforms and expressed keen interest in adopting innovative, citizen-centric, and technology-driven solutions to strengthen municipal service delivery across Punjab.
