PMDFC, PWON, UNICEF, and WASA Lahore Organize Specialized WatSan Training for Municipal Officers

Punjab Municipal Development Fund Company (PMDFC), in collaboration with Pakistan Water Operators Network (PWON), UNICEF, and WASA Lahore, organized a specialized training program on Water and Sanitation (WatSan) to strengthen the technical capacity of local government officials. The training was attended by Municipal Officers (WatSan) from nine partner Municipal Committees under the Punjab Inclusive Cities Program (PICP) and Punjab Cities Program (PCP), including Arifwala, Chiniot, Chishtian, Haroonabad, Kasur, Mandi Bahauddin, Shujaabad, Kamoke, and Samundri. The remaining partner Municipal Committees will join a similar training session later this month.

The participants received guidance from senior experts including Zohaib Butt, Senior Procurement Officer PMDFC, and Muddasir Javed, Director WASA Lahore. Director General WASA Punjab, Tayyab Fareed, and Managing Director WASA Lahore, Ghafran Ahmed, also attended the session as special participants. The participants were briefed on WASA Lahore’s ongoing reform initiatives, infrastructure development, digital dashboards, complaint redressal systems, and IT transformation efforts aimed at improving public service delivery.

The training also covered institutional strategy, organizational structures, policy and planning mechanisms, the digitization of service processes, HR and administrative systems, and revenue modelling approaches. Municipal participants expressed their appreciation for WASA Lahore’s modern reforms and reaffirmed their commitment to leveraging these experiences to enhance municipal services in their respective cities.

As part of the training, the delegation visited WASA Gulberg where they observed water supply operations, sewerage system management, customer service processes, and the SMS-based complaint management system. The participants also visited the WASA Training Center in Gulshan-e-Ravi and were briefed on its existing capacity-building facilities.
