ستائسویں آئینی ترمیم بل میں مضبوط مستحکم مقامی حکومتوں کی تشکیل، بلدیاتی نمائندوں کے اختیارات و فنڈز،مقامی حکومتوں کے حوالے سے باب شامل کرنے و دیگر ایسے اقدامات کے لیے جس سے مقامی سطح پر بہترین طرز حکمرانی کا قیام ممکن ہوسکے۔

اس سلسلے میں لوکل کونسلز ایسوسی ایشن خیبرپختونخوا کیطرف سے وفاقی حکومت، تمام سیاسی پارٹیوں کے سربراہان، اعلیٰ قیادت، سیاسی جماعتوں کے پارلیمانی لیڈران و دیگر کو تحریری خط ارسال۔ تحریری خط و تجاویز کو حتمی شکل دیتے ہوئے لوکل کونسلز ایسوسی ایشن خیبرپختونخوا کے صدر مئیر مردان حمایت اللہ مایار، ترجمان ایسوسی ایشن تحصیل چئیرمین سرائے نورنگ لکی مروت عزیز اللہ خان مروت کا دستخط کرتے ہوئے۔ وفاقی حکومت و مختلف سیاسی جماعتوں کے قائدین سے ملاقاتیں متوقع،واضح رہے کہ لوکل کونسلز ایسوسی ایشن خیبرپختونخوا نے سال 2024 میں صدر ایسوسی ایشن حمایت اللہ مایار کی قیادت میں وفد نے وفاقی حکومت و مختلف سیاسی جماعتوں کے قائدین سے ملاقاتیں کرتے ہوئے مطالبہ کیا تھا کہ آئندہ ترمیم میں مقامی حکومتوں کے حوالے سے مکمل باب شامل کرنے کیساتھ ساتھ مضبوط مستحکم بلدیاتی نظام کا مطالبہ کیا تھا۔

Proposal :

After decentralisation under 18th amendment and enhanced fiscal shares of provinces under NFC more administrative and financial devolution from province to Local Governments is required to lessen the burden of Provincial Governments and to evolve a robust and strong accountable system of the local governments to ensure effective, efficient governance , delivery of social , municipal services and sustainable public participatory development.

The Local Councils Association of Khyber Pakhtunkhwa proposes as under:

1.That There shall be be two tier system ie District Government and Union Council ( UNion /NC/VC Government/Administration). The provision of Social and Municipal Services shall be shared responsibility of District Government and Union Council or NC/VC .

2.That The proposed system shall be revival of Local Government Ordinance /Act 2001 or 2013 ( original ) with more subjets/ departments may be devolved and 50% funds of the Provincial ADP shall be allocated to the local governments ( as 30% fund of ADP under Khyber Pakhtunkhwa LGA 2013 was allocated . Further shares in funds shall be determined as 40% for District and 10% for UC or NC/VC as the case may be .

3.That salient features of the system shall be mentioned in the Constitution.The administrative jurisdiction,tenure , election , reelection , fiscal transfers and independence and District Service Structure shall be defined.

We hope that inputs of experts on the subject and representatives of the Local Councils Association may be taken into consideration.
